About the Project

New York State Electric & Gas Corporation (NYSEG) is in the planning stages of a significant, multi-year electric transmission line project, which we call the Erie Wyoming Transmission Solution (EWTS) Project.

As part of our commitment to provide safe and reliable service to all our customers, NYSEG, in conjunction with our parent company Avangrid, is updating the electric transmission system in our service areas. While we are investing in upgrades to meet New York State’s clean energy goals and the community’s growing energy demands, we are working closely with our neighbors to ensure that all improvements are performed safely and with minimal disruption to the environment and the community.

Project Scope & Benefits

The proposed transmission rebuild project includes:

  • Rebuild NYSEG’s 230kV L67 between Stolle Road Substation and High Sheldon Substation using single circuit steel H-frame & monopole structures, and upfitting steel lattice towers with approximately two times larger conductor size and allowable capacity.  As a result of the known asset condition needs and the deliverability overloads requiring larger capacity conductors on the line, the recommended solution is a full rebuild of the assets.
  • The scope consists of the following:  For 2.6 miles, Line 67 will be rebuilt within the existing 225–500-foot right-of-way (ROW), using shared lattice structures with the 345kV Line 29. Once it diverges from these structures, it will be constructed on H-frame steel structures, primarily rebuilt on an 85-foot offset from the existing H-frame wood structures for the remaining 8.7 miles. This requires additional ROW, primarily offset to the north-northeast of the current centerline. NYSEG will maintain an 80-foot limit between the ROW edge and the proposed centerline, expanding the existing ROW from 5 feet to 90 feet along the H-frame section. The project includes replacing conductors, insulators, and structures.

Regional benefits include:

  • Consists of "local” Transmission System upgrades required to support New York’s energy goals.
  • The Project would remove bottlenecks on the local transmission system and allow existing and projected future generation facilities to connect to the power grid.
  • The Project would generate numerous ancillary economic benefits to our community partners.
  • The most direct infusion to the local economy would come from employment opportunities associated with construction of the Project and of future generation facilities. Worker income would be spent in local communities on consumer goods and services such as housing, healthcare, and food, while property taxes would directly support the communities in which the Project and future renewable generation facilities are located.
  • The Project is needed for NYSEG to continue to ensure electric generation deliverability and capacity throughout its Lancaster Division. The project also upgrades assets that are near the end of their useful life.

About the Permitting Process

NYSEG is actively developing the Project to avoid and minimize negative impacts to the community and the environment. Early Project planning efforts have included the completion of resource assessments to clarify important planning considerations such as streams and wetlands; soil characteristics; cultural resources; and sensitive plant and animal species. Active regulatory coordination, reviews and permitting efforts are under way for initial phases of the Project. NYSEG will seek reviews, consultations and/or permits from the following federal and state administrative agencies for the Project:

  • NYS Public Service Commission
  • U.S. Army Corps of Engineers
  • Federal Aviation Administration
  • NYS Department of Environmental Conservation
  • NYS Department of Transportation
  • Other permits as may be necessary
